Contract objectives

Cadent Gas is the UK’s largest gas distribution network, serving over 11 million customers across North West England, the Midlands, East of England, and North London. As an ISO 55001 certified organization, Cadent is a leader in the energy sector, managing vast and complex infrastructure with a focus on continuous improvement in Asset Management practices.

Cadent aspire to become a “World Class” asset management organization. By 2024, internal assessments placed their Asset Management Maturity level at approximately Level 3 across the 39 subjects of Asset Management. However, to validate these self-assessments and to define next steps for strategic advancement, Cadent required an external, independent review.

Activity Description

Cadent engaged The Woodhouse Partnership Ltd. (TWPL) to review and validate their internal self-assessment methodology and to provide recommendations for achieving higher maturity.

Our team comprising Tony Thomas, a former Director of Asset Management and Performance with over 40 years’ experience in the power utility industry, and Gabriel Kirwan, ISO 55000 committee member and Institute of Asset Management professional were deployed to carry out;

– Insightful Document Reviews: We conducted a deep-dive analysis of Cadent’s Asset Management documentation to uncover how risk and performance are assessed across the business. This crucial phase established the framework of existing systems and clarified their scope, laying the foundation for targeted on-site investigations. It also informed the development of probing questions for our interactive interviews and workshops.

– Interactive Maturity Assessments: Cadent’s self-assessment process was benchmarked against the IAM’s maturity model using our proven interview and data validation toolkit. Through structured dialogues, we looked beyond the written protocols to reveal actual practices, test assumptions, and uncover both hidden strengths and potential vulnerabilities. Our hands-on approach, delivered by seasoned asset management practitioners, ensured a true reflection of operational maturity.

– Strategic Stakeholder Engagement: We carried out 17 cross-functional interviews to evaluate the horizontal integration of asset management across departments. Our approach applied the IAM’s standardized methodology, enhanced by Woodhouse-developed diagnostic tools to examine system connectivity, enablement, and practical effectiveness—extending well beyond ISO 55001 compliance.

– Ground-Level Walkthroughs: On-site sessions with project, network, and field teams offered real-world insight into how asset management principles translate into daily operations. These discussions, stripped of technical jargon, focused on tangible outcomes, highlighting both best practices and gaps where improvements could deliver significant value. Many actionable ideas emerged directly from frontline staff.

– Targeted Strategic Reporting: We delivered a comprehensive report and roadmap, including detailed findings, actionable recommendations, and a clear path forward. Our insights addressed maturity development, system alignment with global standards, and opportunities for improved resilience, integration, and strategic execution. The result: a prioritized, practical plan for elevating Cadent’s asset and risk management performance.

George has assisted organizations with the development of PAS 55, ISO 55000, and GFMAM AM Landscape aligned asset management systems (AMS), has performed gap analyses of their AMS against industry standards and best practices, and has guided them through the creation of strategic asset management plans (SAMPs), asset management plans (AMPs), AM policy and supporting documents. He has undertaken asset risk modelling to ascertain organizations’ capability to sustain their desired levels of service. George has performed asset health-informed lifecycle cost modelling and forecasting capital and operational expenditures over near and long-term planning horizons.

John Woodhouse

With 30 years’ experience in utilities, oil & gas, transport and other sectors, John is one of the most widely known experts in integrated asset management projects for some of the largest companies in the world.

John is a Founder and Life Fellow of the IAM; he has written 4 books, chaired the development of BSI PAS55 and represents the UK on the ISO55000 committee.

He also led the international MACRO and SALVO collaboration projects in optimised asset management decision-making.
